theres rules on main area so they just have a extra foot on the mast to fit a bigger kite

Probably they just didnt hoist the last foot or so of sail and reefed the bottom to the boom.Is there a smaller rig for the 12ftr?

Mainsail looks like a windsurf rig w/o a foot. That skiff looks unmanageable compared to a windsurfer or kite surfing rig. Also looks like Big Fun! WoooHooooo!

errr... have u seen how windy that is. a 12ftr is insane in 20knts, let alone like 25knts. its not as easy as it looks.
